Why did we create this ban list?

Some might say its frivolous to ban IPs & e-mails, i disagree. For the record, yes i did change the Spambot countermeasures to Q&A and it has worked nicely. So I created this list to ban SUBNETS of know spammers from certain countries and the tricks that they use (for example VPNs). Every day i review my apache logs and i'll post the new subnets. Important note: I will not ban US IPs (only VPNs).
